Hon. Russell D. Pulver (Ret.) is a retired federal Administrative Law Judge, arbitrator, and mediator with substantial experience resolving complex disputes. Since 2013, he has served as Principal of Advanced Mediation Service, where he has conducted approximately 400 mediations and has served as a neutral arbitrator on the Neutrals Panel for Kaiser Foundation Hospitals.
Before entering full-time ADR practice, Judge Pulver served as an Administrative Law Judge with the U.S. Department of Labor in San Francisco, where he decided matters involving federal whistleblower statutes, labor and immigration issues, and claims under the Longshore & Harbor Workers’ Compensation Act, the Defense Base Act, and related federal statutes. He also served as Hearing Office Chief Administrative Law Judge and as an Administrative Law Judge with the Social Security Administration.
Earlier in his career, Judge Pulver practiced law in New Orleans and Houston and litigated maritime personal injury and death, maritime collision, aviation, products liability, corporate, and insurance coverage disputes in federal and state courts across multiple jurisdictions.
